How'd They Do That?

I recieved this graphic on my MySpace page and I am stumped on what they did to make the cool wave effect. Does anyone have any idea how they did this?

To me it looks like they took 4-5 pictures and used gif animator to animate into one image.

Looks like the warp tool to me.
