1- Select the type tool write out your text (any font/color. I used soopafresh & light blue)
2- go to layer-layer style-outer glow
make your settings like below:

3- click on inner glow.
make the color the same as your text, but darker.
like mines blue so i used a dark blue

^if you're using blue too the hex code i used
for inner glow is #008be4
4- click on gradient overlay
make your settings like below:

click ok on the layer styles box.
5- make a new layer above the text layer
6- select the Eliptical Marquee tool, and outline the top half of your text like this:

7- select the paint bucket tool, and make your colors swatches black & white (white in front)
8- use the paint bucket tool inside the part you just outlined so that it's solid white.
9- deselect the outline. on layer 1 (where the solid white should be) change the blend mode to what you want (or leave it at normal) ,and change the opacity lower to what you want. just depends how 'shiny' you want it to be.. i did blend mode:overlay opacity: 26%
step 10 is optional.
-make another new layer (above layer 1)
-select the paintbrush tool.
-in your brushes select the soft round brush at 100-200px
-on layer 2 use the brush (in white) a few times on the top half of your text like this:

-on layer 2 change the blend mode on your layers pallete to
blend mode: overlay - opacity: i did 100% you can lower it though if you want.
-go to layer-layer style-outer glow for layer 2.
make your settings like below:

click on inner glow, and keep the default settings.
-click on gradient overlay. keep the default settings besides on the blend mode. change the blend mode to overlay.
add any other effects/text you want with it then layer-merge visible & that's it(: heres what i have..
