how the heck do designers make this texture. Is it just a brush? or a built-in plugin?

There's probably a few ways, but I'd use a few gradients, brushes with different opacities and blend modes, a couple of effects... there are so many different techniques that will get the same effect so yeah.

Looks like they used the smudge tool. Try it out.

It looks like they've done a chrome gradient, then filter > distorted it. Then lowered the opacity on that layer. Then done a diagonal scan lines pattern overlay on top of all that. With a blueish background on the bottom.

Most really good designers are good at art "offline" too and therefore have a good "handstroke" I know of people who can draw that stuff just by hand using brush tools..Then diff patterns, effects etc and gradient overlays....Play with layer types and effects!
I dunno...It depends on your artistic ability in general IMO.
Women seem to be the designers behind that kinda stuff...LOL!
